skimmed milk was a wholesome article of food, (3) that there

was no evidence before the Council that any injurious effects

whatsoever had been suffered by Chinese, or others, in consequence of the use by them of condensed skimmed milk, (4) that the effect of the proposed legislation would probably be to

render the Chinese suspicious of condensed milk, to seriously damage the trade in the Colony, and to drive the Chinese back to the use of actually injurious and unwholesome food. 8. The said Counsel at the said meeting produced for the inspection of the members of the Legislative Council certain tins of condensed milk, the wrappers on which bore upon them

certain Chinese characters which the said Counsel was

instructed, and believed, were intended to be, and were, a translation into the Chinese language of the words "machine

"skimmed milk”.

The said Chinese characters were placed, or were caused to be placed, on the said wrappers by your petitioners, the said firm of V. G. Humphreys & Co, with the intention of making the fact known to Chinese purchasers that the tins contained machine

skimmed condensed milk, and not whole condensed milk.

Subsequently to Counsel for certain of your petitioners leaving the Council Chamber, translations of the said Chinese characters were made by some of the members of the said Council who understand the Chineseļanguage, which translations, although differing in certain respects, were all to the effect that the tins contained "pure milk from the yellow cow which had been "milked by machinery", whereupon it was apparently believed by His Excellency the Governor and the other members of the Legislative Council that such Chinese characters had been placed on the said wrappers with a fraudulent intent.
